Exporting to the United States: A handbook for Ghanaian women-led businesses in the cosmetics sector

This handbook supports Ghanaian women-led businesses in the cosmetics sector, particularly focusing on those made from shea butter, to export to the United States. It outlines the key legal and regulatory requirements for market entry, offering practical guidance for small and medium-sized enterprises (SMEs).  

Topics include delivery methods, sales contract terms, product classification, tariff reduction opportunities, cosmetic claims, responsible person designation, manufacturer registration, product listing, good manufacturing practices, safety requirements, packaging, labelling, sustainability, VAT, customs procedures, and logistics. A dedicated checklist helps businesses prepare for and manage compliance.  

Designed to improve export readiness and competitiveness, this publication serves as a practical tool for SMEs aiming to expand into the U.S. cosmetics market.

This handbook was developed by the International Trade Centre (ITC) and Sidley Austin, in collaboration with the Ghana Export Promotion Authority (GEPA) and the Ministry of Foreign Affairs of Iceland, the Swiss Confederation, and UPS.
